Only MJ12 has access to Project Aquarius. No other government agency, including the military, has access to the information contained in this meeting. Only two copies of Project Aquarius exist and the location is known only to MJ12. This document will be destroyed after the report. No photographic notes or audio recordings may be made of this meeting.
PROJECT AQUARIUS contains 16 volumes of documented information collected since the beginning of the United States Investigation of Unidentified Flying Objects{} UFOs and Identified Extraterrestrial Objects{} IAC. The project was originally created in 1953 by order of President Eisenhower, under the control of the NSC and MJ12.
In 1966 the name of the project was changed from Project Gleem to Project Aquarius.
The project was funded by unappropriated CIA confidential funds. The project was originally classified secret, but was updated to its current classification in December 1969 after Project Blue Book was closed. The purpose of Project Aquarius was to collect all medical information and scientific and technological intelligence from UFO/IAC sightings and contacts with alien life forms. This ordered file of collected information was used to promote the United States space program.
This is a historical account of the US government’s investigation into aerial phenomena, recovered alien aircraft, and contacts with extraterrestrial life forms.
In June 1947 a civilian pilot flying over the Cascade Mountains of Washington state observed nine flying saucers, later known as UFOs.
The Commander of the Air Technical Intelligence Center of the then Army Air Force, concerned, ordered an inquiry. This was the beginning of the United States’ involvement in UFO investigations. In 1947, an aircraft of extraterrestrial origin crashed in the New Mexico desert. The vessel was recovered by the military.
Four {non-homo-sapiens} alien bodies were recovered from the wreckage. Extraterrestrials were considered creatures unrelated to humans {Atch 1}. In late 1949, another extraterrestrial aircraft crashed in the United States and was recovered partially intact by the military. An alien of extraterrestrial origin survived the crash.
The surviving Alien was male and called himself “EBE”.
The extraterrestrial was extensively questioned by military intelligence officers at a base in New Mexico. The alien’s language was translated through images. The alien was known to have come from a planet in the Zeta Riticuli star system, approximately 40 light years from Earth.
EBE lived until June 18, 1952 when he died of an unexplained illness. During EBE’s lifetime he provided valuable information on space technology, the origin of the Universe and exobiological issues.
The recovery of extraterrestrial aircraft leads the United States into an extensive program of investigation to determine whether these aliens pose a direct threat to our national security. In 1947 the newly formed Air Force began a program to investigate incidents involving UFOs. The program was operated under three different code names: Rancor, Signal and finally Blue Book.
The original mission of the Air Force program was to collect and analyze all reported UFO sightings or incidents and determine whether the information could be discontinued as having any bearing on US security. Some information was evaluated with the idea of using the data obtained to advance our own space technology and future space programs.
90 percent of the approximately 12,000 reports reviewed by the Air Force were found to be hoaxes, explained aerial phenomena or natural astronomical objects. The other 10% were considered legitimate alien sightings and/or incidents.
However, not all UFO sightings or incidents have been reported in the Air Force program. In 1953 Project Gleem was started on the orders of President Eisenhower who believed that UFOs posed a threat to the national security of the United States. Project Gleem which became Project Aquarius in 1966 was a parallel reporting of UFO sightings and incidents.
Reports collected at Project Aquarius were considered actual sightings of alien aircraft or contact with alien life forms. Most reports were made by Department of Defense personnel and trusted civilians.
In 1958 the United States recovered a third extraterrestrial flying object in the Utah desert. The aircraft was in excellent flying condition. The aircraft was apparently abandoned by the Aliens for some unexplained reason, as no alien life forms were found in or around the aircraft. The aircraft was considered a technological marvel by American scientists. However, the aircraft’s operational instrumentation was so complex that our scientists were unable to analyze its operation.
The aircraft has been stored in a maximum security area and analyzed over the years by our top aerospace scientists. The United States obtained a large volume of technological data from recovered extraterrestrial aircraft.

Several independent scientific investigations at the behest of the Air Force and CIA began during the Project Blue Book era. MJ12 has officially decided that the Air Force must end its UFO investigation.
This decision was taken during the {4} Atch meeting in 1966. The reason was twofold. First the United States established communication with extraterrestrials. The United States was relatively certain that Alien land tenure was non-aggressive and non-hostile. It was also established that the aliens’ presence did not directly threaten the security of the United States. Second, the public was beginning to believe that UFOs were real.
The NSC felt that public sentiment could lead to a national panic. The United States was involved in several sensitive projects during this period. Public awareness of these projects was considered to have compromised the future US space program.
Therefore MJ12 decided that an independent scientific study of UFO phenomena was necessary to satisfy the public’s curiosity. The final official study of UFO phenomena was conducted by the University of Colorado under contract with the Air Force. The study concluded that insufficient data existed to indicate that UFOs threatened the security of the United States. The final conclusion satisfied the government and allowed the Air Force to officially get out of the UFO business to investigate.
When the Air Force officially ended Project Blue Book in December 1969, Project Aquarius continued operation under the control of NSC/MJ12. The NSC felt that investigations of UFO sightings and incidents should continue in secret, without any public knowledge.
The reasoning behind the decision was as follows: If the Air Force continued its UFO investigation eventually some restless and uninformed civilian officials in the Air Force or Department of Defense would obtain the facts behind Project Aquarius. Obviously {for operational security reasons} this may not be allowed. In order to continue the investigation of sightings and incidents in UFO secrecy.
These agents are currently operating from multiple locations across the United States and Canada. All reports are directly or indirectly filtered for MJ12. These agents are collecting reports of sightings and incidents occurring at or near government sensitive UFO/IAC facilities.
NOTE: Aliens are extremely interested in our nuclear weapons and nuclear research. Many sightings and military incidents have taken place at nuclear weapons bases. Extraterrestrial interest in our nuclear weapons can only be attributed to the future threat of nuclear war on Earth. The Air Force has initiated measures to ensure the security of nuclear weapons from extraterrestrial theft or destruction. MJ12 feels confident that Aliens are exploiting our solar system for peaceful purposes.
However, we must continue to observe and monitor Alien movement until it is determined that the Aliens’ future plans contain no threat to our national security or Earth’s civilization.
Most government documents relating to UFO sightings, incidents and government policies including Project Blue Book have been released to the public under FOIA or various other disclosure programs.
MJ12 felt that the remaining documents and information {not related to Project Aquarius} concerning technological facts about Aliens medical issues the fact that an alien was captured alive and survived for three years in secrecy cannot be released to the public, for fear of the information to be obtained by SHIS. There was other information obtained from the EBE that was considered confidential and not disclosed to the public.
Notably Project Aquarius Volume IX refers to tracing the first visit of aliens to Earth to around 5,000 years ago. EBE reported that 2,000 years ago their ancestors planted a human creature on Earth to help Earth’s inhabitants develop a civilization.
This information was only vague and the exact identity or basic information about this homo-sapiens was not obtained. No doubt if this information were released to the public it would cause a worldwide religious panic.
MJ3 has developed a plan that will allow for the release of Project Aquarius, Volumes I through III. The release schedule requires a gradual release of information over a period of time in order to condition the public for future releases. Atch 5 of this press release contains some guidelines for future public releases.
In the 1976 MJ3 {Atch 6} report, it was estimated that extraterrestrial technology was many thousands of years ahead of US technology. Our scientists speculate that until our technology develops to a level equal to that of extraterrestrials, we cannot understand the vast amount of scientific information that the United States has already obtained from aliens.
This advance in US technology may take many hundreds of years.
